It is said Robert wrote the manual after a New Bedford, MA church meeting addressing abolitionist issues disintegrated into grave disorder and open conflict. Robert's rules are looselyt based on procedures used in the U.S. House of Representatives, and remains an invaluable guide to regulate meetings and resovle disagreements.
