However, as suggested in an earlier paragraph, a few studies of the personal qualifications Of school-board members have been made. The scope and nature of each of these studies will be described brie y. In December, 1916, Nearing gathered facts from 104 cities which, according to the census of 1910, had populations of more than forty thousand. In summarizing his findings, Nearing writes as follows.
